Brief overview
Dr. Howell has over 30 years of experience as a lawyer, strategic planner, educator and CEO. She is admitted to practise as a solicitor in Victoria and NSW and has served a term as the Secretary-General of the Law Council of Australia. Rosemary's professional expertise in strategic planning, facilitation and tertiary education has focused on enhancing the quality of professional and legal services through leadership roles in the legal profession's governing bodies, professional engagement in alternative dispute resolution techniques and engagement in higher education.
Since 1985 Rosemary's business, Strategic Action, has provided a consulting service on planning, facilitation and training to State and Federal government departments and businesses in Australia, New Zealand, USA, UK, China and South Africa. Her clientele includes in-house counsel, major corporate entities and a large range of professional service businesses including architects, law firms, engineers and accountants.
As a board member of the Law Faculty of Monash University between 1981-83, Rosemary developed a passion for engaging in tertiary education. She saw a natural connection between enhancing professional services, enagagement in training and her passion to reduce the legal profession's singular focus on litigous forms of conflict resolution by adopting methods that embrace professional responsibility, just outcomes and commercial realities.
In 2005, Rosemary was awarded her Doctorate of Judicial Science (SJD) for her work on Negotiating with Lawyers, a qualitative study of the experiences of those for whom, and with whom, lawyers negotiate. This research allowed Rosemary to give theoretical voice to the professional skills and multi-disciplinary perspectives acquired through programs such as those taken and taught at Harvard University. It is these skills and perspectives that Rosemary hopes to pass on to Australia's future legal practitioners through her courses at UNSW.
Rosemary currently teaches Dispute Resolution at both an undergraduate and postgraduate level. Principled (Interest-based) Negotiation is available at a Postgraduate level. Rosemary also sponsored the development of the Mastering Facilitation program now available at a Postgraduate level. In 2009, Rosemary proposed the development of a Master of Dispute Resolution and a Graduate Diploma of Dispute Resolution, which have been offered for the first time in 2010.

Negotiation Competitions
- Since 2005, Rosemary has coached the winning team in the UNSW Negotiation Competition for their participation in the national ALSA Negotiation Competition.
- In 2008, Rosemary assisted the UNSW LawSoc to redevelop the UNSW Negotiation Competition into separate Beginners and Advanced Competitions, allowing for greater participation and skills development for students.
- In 2008, Rosemary developed participation in the ICC International Commerical Mediation Competition (ICMC) into an LLB elective course. Since 2008, UNSW has experienced increasing success in the ICMC:
- 2008: UNSW reached the Quarter-Finals and finished 4th out of 30 universities.
- 2009: UNSW won 2 out of 4 preliminary rounds and was unlucky to miss the Finals.
- 2010: UNSW achieved its best result ever by reaching the ICMC Final. UNSW finished 2nd out of 44 universities after losing on a mediator's tie-break.
