After spending the first thirteen years of my career as an academic lawyer abroad, chiefly in England, I joined the UNSW Law Faculty in January 1979. I stayed as a Professor in the Faculty until January 2001, except for a period of three-and-a-half years between 1983 and 1986, when I was a full-time member of the Australian Law Reform Commission. Between July 1990 and December 1995, I was the Dean of the Faculty. In January 2001, I retired from the full-time staff of the Faculty, and I have been appointed an Emeritus Professor.
In the years leading up to my retirement in 2001, my principal teaching was in three subjects in the Faculty’s LLM by Coursework program, Defamation, Privacy and the Media, Contempt and the Media and Censorship and Free Speech. I have also taught Public Law, Law of Trusts, Torts and Legal System-Torts in the LLB program. In England, my teaching was in the areas of Trusts, Company Law, Conflict of Laws, Comparative Constitutional Law, Legal System and Torts.
I still maintain research interests in defamation law, freedom of speech and juries. My major publications are Law of Business Associations in East and Central Africa: Text, Problems, Cases and Materials (East Africa Literature Bureau, 1976) (with J Katende, P Thomas and S Mann), Small Businesses (1st ed., 1977; 2nd ed., 1982), Charities, Trusts and Social Welfare (1979),Trusts Law: Text and Materials (1988) (with G Moffat), Freedom of Speech in Australian Law: A Delicate Plant (2000) and Managing Prejudicial Publicity (2001) (with J Chan and S Hampton). In addition, I was the Commissioner responsible for drafting the Australian Law Reform Commission’s report on Standing in Public Interest Litigation (1985) and for all aspects of the preparation of its Report on Contempt (1987).
Since 1983, I have been a Commissioner in either the Australian or the New South Wales Law Reform Commission for periods totalling about 18 years. Since February 1998, I have held, on a part-time basis, the position of Acting Judge in the District Court of New South Wales. Since October 2002, I have been principally occupied as a Deputy President of the Administrative Decisions Tribunal of New South Wales. I am the Head of the Retail Leases Division of the Tribunal, and also participate in the work of the Appellate Division and the Legal Services Division.
