Overview

Originally from Canada, Rosemary joined the Faculty of Law at UNSW in February 1994. Previously, she was a Research Fellow at the Lauterpacht Research Centre for International Law and a tutor in international law at the University of Cambridge. Prior to that she practiced law in Vancouver Canada with the law firm of McCarthy Tetrault and worked as a law clerk (or judges associate) to the British Columbia Court of Appeal.

As the Director of International Law Programs from 1994 – 2006, Rosemary was responsible for the coordination and development of both the undergraduate and postgraduate programs in Public International Law, including the International Law specialist stream in the LLM Coursework program, the International Law Competitive Moot Program which sees UNSW law students participating in prestigious international mooting competitions around the globe, and the interdisciplinary Masters of International Law and International Relations. She also developed the Law School’s Public Interest Internship Program. She stepped down from that position in 2006 to focus on her role as Co-Director of the International Law and Policy Group and to establish the Law Faculty’s Climate Change Law and Policy Initiative of which she is also Co-Director.

Aside from her academic and professional achievements, Rosemary has an extensive background in mountaineering and other ‘outdoor pursuits’. In March 2006 Rosemary became the first Australian woman to attempt to ski from the North Pole to Canada, using her North Pole Challenge 2006, to raise money for the Law School’s Mooting and Internship programs and to highlight the need for international and national regulatory responses to climate change. She speaks ten languages and believes, fundamentally, in the power of education.

Journal Affiliations

Professor Rayfuse is a member of the Editorial Board of the Indian Society for International Law Yearbook of International Humanitarian and Refugee Law and the Rapportuer on Fisheries and Marine Mammals for the Yearbook of International Environmental Law. She is the Australian Reporter for the Oxford Reports of International Law in Domestic Law. She was the Founding Editor of the ICSID Reports (Reports of cases decided under the International Convention on the Settlement of Investment Disputes between States and Nationals of other States) and a founding editor of the Australian Indigenous Law Reporter. She is also a member of the Editorial Advisory Board of the Oxford University Press series `Current Controversies in Law’, correspondent to the Editorial Board of the Netherland International Law Review and a member of the Advisory Board of the International Community Law Review.




Other Activities

Professor Rayfuse is a member of the IUCN Committee on Environmental Law and Co-Chair of its Working Group on High Seas Governance. She is also a member of the Executive Council of the Australia and New Zealand Society for International Law, Vice President of the Executive Committee of the Australian Branch of the International Law Association, and a member of the ILA’s International Committee on the Teaching of International Law. She is also a member of the Management Committee of the UNSW Centre for Refugee Research, the NSW Australian Red Cross Humanitarian Law Advisory Committee and the Australian Centre for Human Rights subcommittee on international law/international humanitarian law.

She has been adviser to the United Nations Office of Legal Affairs, the Australian and Canadian governments, the European Commission, the Permanent Court of Arbitration, and numerous non-governmental organisations including the International Committee of the Red Cross, the Australian and Canadian Red Cross societies, the World Wildlife Fund (WWF) and TRAFFIC Oceania. She is also a member of the APEC Opinion Leaders, Group of Experts on Conservation of Marine Resources and the Australia-Canada Oceans Research Network.
